Russia violates agreements on 'humanitarian convoy'

Trucks carrying Russian "humanitarian aid," in violation of the previously reached agreements, have voluntarily headed towards Ukraine through the Izvaryne checkpoint, which is temporarily controlled by terrorists, National Security and Defence Council (NSDC) information and analytical centre spokesman Andriy Lysenko said at a briefing on Friday, Ukrinform reported.

"Today, at 11:10, 34 trucks from a Russian humanitarian convoy headed towards Ukraine through the Izvaryne checkpoint, which is temporarily controlled by terrorists. The movement is taking place without the escort and participation of representatives of the International Committee of the Red Cross. Therefore it is a violation of the previously reached agreements between Ukraine and Russia on the inspection and clearance of Russian humanitarian cargo," he said. He added that the Ukrainian side, responding to the situation, had proposed holding talks between the leaders of the general staffs of Russia and Ukraine, but they were not held because of the refusal of the Russian side. "We emphasize that the responsibility for the safe movement of the Russian columns through the territory currently not controlled by Ukrainian forces rests solely with the Russian Federation," he said. At the same time, he said, it has just been learned that another 90 trucks started moving to the Ukrainian border and that Ukrainian border guards and customs officers and representatives of the International Committee of the Red Cross were not allowed to inspect them. "The Ukrainian side has fulfilled all its obligations regarding its readiness to clear Russian humanitarian cargo in full cooperation with the International Committee of the Red Cross," he said. As reported, the Russian Foreign Ministry said in a statement on August 22 that the Russian authorities had decided to start the movement of the "humanitarian convoy" in the direction of Luhansk. Later it became known that the first batch of the Russian "humanitarian convoy" of 34 KamAZ trucks had crossed the Ukrainian-Russian border at the Izvaryne checkpoint.
