According to the doctrine, Ukraine can use military force to localize and eliminate internal armed conflict. "In order to eliminate an internal armed conflict, Ukraine involves the Armed Forces of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, the State Special Transport Service, as well as other military units formed under Ukrainian legislation and special purpose law enforcement units in line with the Constitution and laws of Ukraine," the doctrine states. Under the doctrine, a decision to involve the Armed Forces of Ukraine and other military formations in the event of external aggression, internal armed conflict or large-scale manifestations of terrorism is to be made by the president of Ukraine in compliance with the established procedure.
