This was aired by leader of the Ukraine-People's Self-Defense bloc in the Inter TV channel air. A new Constitution must serve to enhance the authority of the president and establish a balance against possible usurpation of power by the parliament and local authorities, he noted.
According to him, the president must be empowered to dissolve parliament in case of an acute political or economic crisis and to dissolve local councils in case of their incompetence, Mr. Lutsenko stated.I believe that we should, in the near future, present a complete constitutional draft, have it adopted by a national vote or by a constitutional assembly of specially designated experts and to adopt it on a national scale once and forever, thus putting an end to the chaos and diarchy in the country.
