The European Network of Election Monitoring Organizations (ENEMO) has pointed to the improvements in the electoral framework in Ukraine.
Mission chief Taskyn Rakhimbek has told the press in Kyiv that the atmosphere in the second round of the vote was free of pressure, intimidation and threats in all. "Besides, there were no reports about a centralized abuse in the administrative resource. Overall, there was only one case of pressuring electors and observers," she said. Rakhimbek noted that an overall assessment of the vote by the ENEMO mission indicates improvements in the work of precinct election commissions in Ukraine's runoff election. 95% of ENEMO observers made a positive assessment of the work of commission members in terms of adherence to a voting procedure. With 98.42% of ballots from district election commissions counted, Party of Regions leader Viktor Yanukovych has garnered 48.6% to 45.81% of the vote for incumbent Prime Minister Yulia Tymoshenko.
