Party of Regions MP Inna Bohoslovska believes that a bill proposed by MP Anzhelika Labunska on the medical treatment of prisoners abroad can not be adopted by the Verkhovna Rada without amendments. As reported, on October 22 Labunska tabled in the Verkhovna Rada a bill on the possibility of treating prisoners abroad provided that over a year of the continuous inpatient treatment in a hospital outside the penitentiary facility the prisoner has not reached full recovery. The same document proposes that the court simultaneously rules to release the prisoner from such imprisonment because of illness.
On October 31 the observers from the European Parliament, former President of Poland Aleksander Kwasniewski and former European Parliament President Pat Cox, said that they consider the bill the most appropriate to achieve consensus on the treatment of prisoners abroad. On November 1, former Prime Minister Yulia Tymoshenko said that the parliamentary opposition must "immediately and without amendments" vote for the Labunska bill.
